HLP Project Management Unit successfully completed 1st HLP Thematic Workshop on “Ensuring services for all: Women and Child-Friendly Budgeting” on 7 September 2022 (Wednesday) at Padma Conference Hall of Pan Pacific Sonargaon Hotel, Dhaka.

The Project Management Unit (PMU) of Institutionalization of Horizontal Learning Program (HLP) in Bangladesh project carried out a series of HLP Upazila Workshops in recent years to facilitate UPs to identify, and share existing good practices among their peers. As a result, many good practices have been replicated by UPs. Good practices that have been replicated more than 50 times, and fulfilled other criteria set up by NILG are recognized as Best Practice, which have been documented in a Best Practice Compendium. As ‘HLP’ started institutionalizing, the PMU began capturing Best Practices both from within and outside the Project areas. As a result, the Best Practice on ‘Women and Child Friendly Budget’ was identified by PMU, and is planned to be shared nationally through a HLP Thematic Workshop for sharing the experiences, and proposing policy refinement, which will help all LGIs to include provisions for women and child friendly budgets in any development activities.
Therefore, PMU of HLP organize a half-day HLP Thematic Workshop entitled “Ensuring services for all: Women and Child Friendly Budget” on 7 September 2022 (Wednesday) at Padma Conference Hall of Pan Pacific Sonargaon Hotel, with support from local government institutions, Switzerland Embassy, Breaking The Silence (BTS), Marie Stopes Bangladesh (MSB) and Shushilan.
The main objective of the HLP Thematic workshop is to share the experiences of Unions of their existing Best Practice on inclusiveness and discuss how to make a policy reform to address this issue effectively nationwide.
The inaugural session of the Thematic Workshop was presided by Director General of NILG Mr. Saleh Ahmed Mujaffor (Additional Secretary). Mr. Mohammed Mezbah Uddin Chowdhury, Secretary of Local Government Division graced the occasion as chief guest.
Honorable Member of Parliament and Adviser of Prip Trust Mrs. Aroma Dutta was present in the inaugural session of the Thematic Workshop as the guest of honor. Ms. Corinne Henchoz Pignani, Deputy Head of Co-operation, Embassy of Switzerland in Bangladesh, connected virtually in the workshop as a special guest.
UP Chairmen, Members, and elected woman representatives from selected Unions, who are implanting this Best Practices, senior officials from LGD, Ministry of Health & Family Welfare (MoH&FW), Ministry of Women and Children Affairs (MoWCA), Implementation Monitoring & Evaluation Division (IMED), Economic Relations Division (ERD), Faculty of NILG actively participated in the workshop. Senior national and international officials from supporting partner NGOs of HLP project, Breaking The Silence (BTS), Shushilon & Marie Stopes Bangladesh (MSB) and Member of Child Forum were the key participants of the workshop.
The Thematic workshop was started with welcome address from the Chair and technical session the workshop was facilitated by Mr. Santanu Lahiri, Consultant of World Bank and HLP expert. BTS and MSB officials presented their field level experiences along with real life experience description by women, child and UP representatives and that were fully agreed by Upazila and District officials in involved with the two best practices implementation. All the Project Management Unit (PMU) officials provided backup support in this important workshop.
Guest of Honour Mrs. Aroma Dutta, Member of Parliament and Chip guest Mr. Mohammed Mezbah Uddin Chowdhury, Secretary Local Government Division provided valuable direction in the future institutionalization process of the HLP initiative in Bangladesh.
Lastly Project Director of HLP Md. Israt Hossain Khan (Joint Secretary) thanked all the participants of the workshop for their keen interest and support in the successful implementation of the workshop and officially concluded the Thematic Workshop.
